The Mandatory Reporting of Child Abuse Ordinance (the Ordinance) was gazetted on 19 July. The Ordinance will come into operation on the expiry of 18 months after the date of its publication in the Gazette (i.e. 20 January 2026). To tie in with the commencement of the Ordinance, the Government has set up an e-learning platform to provide training, reference materials and information for relevant professionals to help them identify and report child abuse cases at an early stage.
Professionals who have frequent contact with children in the course of their work, regardless of the sector they belong, should have the responsibility to safeguard the best interests of the children and to protect them from abuse. Please join the "Child Protection Online Training" coordinated by the Social Welfare Department in collaboration with the relevant government departments and public organisation, including the Education Bureau, Department of Health and Hospital Authority, etc. to enhance the capacity for early identification and handling of suspected child abuse cases.
The online self-learning training consists of two modules, each takes about 3 hours. An e-certificate will be issued in respect of each quiz for which the participant has achieved a score of 90% or higher in the post-course quiz.
Webinars with different thematic topics will be held on regular basis providing the professionals with enrichment programme. Each webinar takes about 1 hour and 30 minutes. Participants can join the webinars with registered users.
